MARADMIN 325/26 - Announcement of Enterprise Artificial Intelligence, Data, and Software Information Resource Manual

Scope

MARADMIN 325/26 announces the Marine Corps Artificial Intelligence, Data, and Software (ADS) Information Resource Manual (IRM). The IRM provides enterprise capabilities, guardrails, and processes to accelerate adoption, remove redundant procurement, and align AI and data initiatives to enterprise cybersecurity and portfolio-management requirements. Applicability is the Marine Corps Total Force.

Audience

• Commands and organizations developing or fielding AI, data, or software capabilities. Consult the USMC AI Working Group and the applicable Functional Area Manager (FAM) before initiation.
• Deputy Commandant for Information (DC I). Signing authority.
• S-6 and command data and analytics officers. First contacts for enterprise-platform access and governance questions.
• Information security officers. Confirm PII and PHI handling follows the privacy-impact-assessment rule.

Enterprise platforms

A baseline of enterprise capabilities supports ADS requirements aligned to USMC, DON, and DoW without redundant procurement.

Enterprise data

Enterprise datasets support ADS initiatives across manpower, readiness, logistics, and financial domains. Access instructions and governance requirements live in the IRM.

Governance and portfolio management

• ADS initiatives comply with all policy, portfolio-management, acquisition, and cybersecurity requirements.
• Before developing an ADS capability, organizations consult the USMC AI Working Group and the applicable FAM.
• Capabilities developed on enterprise platforms undergo quarterly portfolio-management compliance assessment.

Cybersecurity

• ADS capabilities developed inside an approved platform authorization to operate need no additional cybersecurity or Cybersecurity Risk Management Construct (CSRMC) action.
• Any use of Personally Identifiable Information (PII) or Protected Health Information (PHI), regardless of platform accreditation, requires a privacy impact assessment and approval for each specific use.

Additional capabilities

Organizations identifying a mission requirement beyond the enterprise baseline coordinate with FAMs to determine the appropriate capability-development and approval process. The IRM lists FAMs, their functional boundaries, and points of contact.
