Scope

MARADMIN 280/26 announces the implementation of a new centralized digital submission tool for civilian honorary awards, retirement awards, and career service awards. Audience

Servicing Human Resource Offices (HROs) submitting and tracking nominations through the SharePoint applications. S-1 chiefs and civilian personnel specialists preparing civilian award nominations, with the immediate commanding officer of the servicing command endorsing, per the portal civilian awards pages. Commanders recognizing civilian employees.

Background

The civilian honorary awards program recognizes civilian employees whose exceptional contributions and career achievements significantly enhance the mission of their command and the Marine Corps at large. Historically, submission and processing have been governed by MCO 12451.2D. The manual methods outlined in the order are outdated and lack efficiency. MCO 12451.2D is undergoing comprehensive revision to streamline processes and update requirements.

Key action items

Human Resource Offices (HROs) will use the following SharePoint application links to submit and track nominations.

• For SECNAV Length of Service Awards (40+ years), CMC retirement letters (30+ years of Federal service), and SECNAV retirement certificates (40+ years of Federal service). MPC-40 Labor and Employee Relations Lists: Retirement Awards and Career Service Awards.
• For all civilian honorary award nomination packages including Navy Superior Civilian Service Award, Navy Distinguished Civilian Service Award, and all higher-level awards administered by DoD and the Department of the Navy. MPC-40 Labor and Employee Relations Lists: Honorary Awards.

Servicing HROs are granted access to these submission links to request awards as outlined in MCO 12451.2D.
