Scope
MARADMIN 199/25 announces the Command Retention Mission (CRM) for Fiscal Year 2026. The Service requires 39.6 percent reenlistment of eligible FTAP Marines and 66.3 percent of eligible STAP Marines to meet end-strength requirements. The CRM assigns by-PMOS and aggregate missions to Major Subordinate Commands (MSCs) for the First Term Alignment Plan (FTAP), Subsequent Term Alignment Plan (STAP), and Direct Affiliation Program (DAP). Effective through 2026-09-30. Applicability is the Marine Corps Total Force.

- Commanders, staffs, and leaders at every echelon. Influence retention of the best and most qualified Marines.
- Career planners. Pull missions from the Total Force Retention System (TFRS).
- HQMC MMEA. Owns the mission and the TFRS publication.
Mission framework
- By-PMOS mission. Identifies FTAP and STAP PMOSs historically challenging for retention. Proportional share of boatspaces aligned with the proportion of the eligible PMOS population within each MSC.
- Aggregate mission. 39.6 percent FTAP retention. 66.3 percent STAP retention.
- DAP mission. Aggregate per MSC based on Reserve Component retention goal and first-term Marine population.
- ECC window. Marines with End of Current Contract between 2025-10-01 and 2026-09-30 count.
- Reenlistments secured from 2025-01-01 (start of FY26 retention campaign) count.
- Lateral move with reenlistment counts in the new PMOS.
- 100 percent fill. When a PMOS reaches 100 percent execution of available boatspaces, all commands are relieved of the mission for the affected PMOS.
