Scope
General Records Schedule 6.1 sets disposition for email and other electronic messages managed under the Capstone approach. Under Capstone, the account owner's billet decides retention, not the content of each message. Email of designated Capstone officials is permanent. Other accounts follow temporary dispositions in the schedule.
How the Marine Corps applies it
- Form NA-1005, Verification for the Use of GRS 6.1, lists the Capstone billets. NARA Bulletin 2022-02 requires the form resubmitted every four years.
- A command with a billet on the NA-1005 identifies its Capstone official in CROSS and lists GRS 6.1 on the command file plan. IGMC FAC 5210 item 0401.
- The CDRM answers the quarterly ETMS2 Capstone tasker from ARD Records and reports every Capstone official change to USMC HQMC AR ARD RECORDS. Items 0402 and 0403, MCBul 5210 paragraph 3.b.(1)(a)3.
- A command with no Capstone billet annotates N/A on items 0401 through 0403.
Connection to policy
- SECNAV M-5210.1 Part I paragraph 16.b.(e). DON senior official email retention.
- SECNAVINST 5210.8F enclosure 4 paragraph 6.g. Capstone list accuracy.
- MCBul 5210. Capstone change reporting through ETMS2.
