Scope

Travel entitlements and settlement policy. TAD and PCS travel claims, DTS roles, advances, and liquidation. Pairs with the JTR and DODFMR Volume 9 on most cited items.

Dating, read this before citing a paragraph

This volume is a rolling compilation, not a single-dated edition. Each chapter and appendix carries its own revision date, and the spread is wide. Citing "the current volume" tells a reader nothing about whether the paragraph they need moved. Name the section and its date.

September 2026 change

One paragraph moved in the 14 September 2026 pull. Appendix G paragraph G-0206, Utility Module privileges for the Integrated Automated Travel System (IATS). The appendix it sits in replaces a December 2022 version.

The rule limits entry to the Utility Module for reviewing the Electronic Funds Transfer Change Report to a small number of people outside the direct travel production process, and fixes their privilege set at four items. One of the four, viewing locked user reports, is assigned by the system and cannot be removed.

This is a disbursing and finance office control. The MCAAT finance administrative management checklist item 10 asks whether the office maintains required accesses and separation of duties for IATS, and cites this appendix alongside DoDFMR Volume 5 Chapter 1 and FPM Volume 1 Chapter 16. The item names the disbursing officer and finance officer as its audience, not S-1.
