Scope
DODI 1325.07 establishes DoD policy and assigns responsibilities for the administration of military correctional facilities and the clemency and parole programs across the Military Departments. The instruction operationalizes confinement standards, prisoner accountability, prisoner classification, work and education programs, clemency authorities, and parole eligibility and adjudication. The instruction is the parent DoD framework underneath which the Marine Corps Confinement Manual (MCO 1640.6) and the Naval Consolidated Brig operating procedures execute.

Military Department secretaries and chiefs. Military correctional facility commanders, OICs, and staff. Service clemency and parole board members. Service correctional program managers.
