Scope
DODI 1015.11 establishes DoD lodging policy, assigns responsibilities, and prescribes procedures for operating DoD lodging. The instruction was issued effective 23 January 2023 under the authority of DoDD 5124.02. The instruction reissues the prior DODI 1015.11 (6 October 2006, as amended), and incorporates and cancels both DODI 1015.12 (Lodging Program Resource Management, 30 October 1996) and Directive Type Memorandum 18-007 (Conversion of DoD Temporary Duty and Permanent Change of Station Lodging to Fully Nonappropriated Fund Operations, Maintenance, and Construction, 21 November 2018, as amended).

DoD Component Heads. USD(P&R) and ASD(M&RA). Secretaries of the Military Departments. Service lodging program managers. Marine Corps Business and Support Services Division (MR), which owns Marine Lodges and Inns of the Corps. Approving Officials, S-1 staff, and IPAC pay clerks handling TDY and PCS lodging selections.

- Eligibility and reservation priority. Priority One for official travel, Priority Two and Priority Three for leisure travel.
- Recapitalization and capital investment. Long-range capital investment sustainment plan, right sizing of DoD lodging facilities.
- Lodging room rates. Establishment of rates, waived rates, discounted rates, refunded rates.
- Reservations, check-in, and check-out procedures.
- Military working dogs, service animals, and pets.
- DoD lodging resale activities, food and beverage, and housekeeping for permanent party unaccompanied personnel housing.
- Manpower and training requirements for lodging staff.

Connection to Marine Corps doctrine
- The Marine Corps implements DODI 1015.11 through Marine Lodges and Inns of the Corps. These are the Marine Corps official lodging facilities meeting DoW Lodging Adequacy Standards.
- MARADMIN 234/26 announces Marine Corps official lodging facilities become bookable in the Defense Travel System (DTS) effective 25 May 2026, executing the Priority One booking workflow inside the Integrated Lodging Program.
- The Joint Travel Regulations (JTR) drive the reimbursement cap and certificate of non-availability process built on top of this DODI.
Status
Approved by Gilbert R. Cisneros, Jr., Under Secretary of Defense for Personnel and Readiness, on 23 January 2023. Cleared for public release through the Office of the Secretary of Defense Directives Division. The instruction supersedes the 2006 issuance of DODI 1015.11 and incorporates and cancels DODI 1015.12 and DTM 18-007.
